You would have to file in a US Court.
Provide all the documentation to prove he is the father.
Any civil court ruling in your country would have no effect in the US.
Once you get a ruling in your favor for child support. You can take the Court Order to any DOD finance office they will honor the order.
He will have to opportunity to defend himself and challenge any claim you have.

Some countries have a reciprocal agreement with the US when it comes to child support. You need to find out if Australia is one of those countries. A local attorney there should be able to tell you. If so, you can do everything through the Australian courts.
If not – you are probably going to have to settle for what he is offering, since the US courts won’t act without an injunction.

Honey you got all the info you need right there. Take that DNA test and fax it into The San Diego county child support office. Or call them and ask them these questions. let them tell you what needs to be done. Call DSCE in San Diego County. It would be good to have his SSN if you can. If all else fails call his command.
