Belize is quite spectacular. I have friends who have scuba dived there. The plus with Belize is they speak English.
In general, most divers would say the Red Sea is the best diving in the world.

The cheapest (yet safe at the same time) place with the biggest variety of diving opportunities; i.e. wreck dives, coral dives, night dives, deep dives…, is Thailand.

i would go to belize to learn it. the water is warm (you spend the first days a lot of time in the water, if you get cold its not nice!). also the water is not that dangerous, you don’t have strong currents and so on. australia is in my estimate more for a bit advanced diver. the problem there is the big fish (also sharks) which can get a beginner to freak out under water, try that spot later. try to find yourself a resort with shallow waters, sandy bottoms and lateron the possibility to go out by boat to nice reefs.
i hope you have a good trip and always good bubbles!
