Best place for a cheap holiday? Must be hot, with beaches, markets and good for scuba?

My GF is wanting to go over seas - again this year, so it needs to be on a TIGHT budget. We’re in Sydney, so would Thailand, Vanuatu, Fiji, Soloman Islands, Papua NEW Guinea or the Phillipines be best? Are they still cheaper than domestic hollidays, like Port Douglas, Cairns & the Great Barrier Reef. You can still have good dives without the Reef right?

We live in the philippines (expats) so I’m biased , but would say come here. It has all the things you want at great prices. Boracay is fab but very touristy. If you want somewhere quieter with scuba , beaches , markets there are lots of islands to visit.
Try Maldives, regular flights from Colombo, Sri Lanka..

Philippines beaches are the best like in Bohol, Boracay, Cebu and Palawan.
Try Madang, Papua New Guinea. It is quite often nicknamed
“The Jewel Of The South Pacific”
Excellent diving. Not 2 expensive bcuz most ppl don’t know much about the island.
